The 1992 Legislature amended 99D.12 to provide a two-percent funding for a horse racing promotion fund. The statute reads:

Two percent shall be deposited by the commission into a special fund to be known as the horse racing promotion fund. The commission each year shall approve a nonprofit organization to use moneys in the fund for research, education, and marketing of horse racing in the state, including public relations, and other promotional techniques.  The nonprofit organization shall not engage in political activity.  It shall be a condition of the allocation of funds that any organization receiving funds shall not expend the funds on political activity or on any attempt to influence legislation.

By this public announcement, notice is hereby given that parties interested in submitting a proposal for the $1,939.80 available in the FY 2024 Horse Racing Promotion Fund should submit their request to the Iowa Racing and Gaming Commission (IRGC), 6200 Park Ave, Suite 100, Des Moines, Iowa 50321 by 3:30 PM on April 3, 2024. Applicants must also submit an affidavit stating that funds will not be spent on any political activity or an attempt to influence legislation, a copy of the Iowa Secretary of State’s Certificate of Existence and a W-9
