The Iowa Racing and Gaming Commission (IRGC) conducted a Zoom Online meeting on March 24, 2020. Commission members present were Kris Kramer, Chair; Carl Heinrich, Vice Chair; and members Julie Andres, Pennie Gonseth Cheers and Jeff Lamberti.
APPROVE AGENDA: Chair Kramer stated Commission staff had posted a copy of the meeting agenda with instructions on how to join the meeting. She requested a motion to approve the agenda. Commissioner Andres moved to approve the agenda as submitted. Commissioner Gonseth Cheers seconded the motion, which carried unanimously.
APPROVAL OF REVISED REGULATORY FEES FOR FY 2020: Brian Ohorilko, Administrator of IRGC, advised that due to the closure of the casinos IRGC and the Division of Criminal Investigation are deferring payment of the regulatory fees for the weeks of March 22nd and March 29th in order to provide some relief to the operators. Regulatory fees will resume starting on April 5th. The collection of regulatory fees were set to end on May 3rd or May 10th, but will now end on May 17th or May 24th. Mr. Ohorilko requested approval of the revised regulatory fees for FY 2020.
Hearing no comments or questions, Chair Kramer requested a motion. Commissioner Heinrich moved to approve the revised regulatory fee schedule for FY 2020 as presented. Commissioner Andres seconded the motion, which carried unanimously.
PRAIRIE MEADOWS REACETRACK & CASINO AND ODS TECHNOLOGIES, L.P. D/B/A TVG NETWORK: Jon Moss, Executive Director of the Iowa HBPA, advised the first advanced deposit wagering prior to sports wagering was horse racing. He noted Prairie Meadows Racetrack Casino and his organization worked diligently in 2012 to bring advanced deposit wagering to Iowa. The parties did extensive research to determine the best partner for both. TVG was chosen at that time. The contract before you is the second renewal of the original contract. Mr. Moss stated the horsemen are appreciative of TVG and what they have done; TVG works well with Prairie Meadows and the horse racing industry as a whole across the country. Mr. Moss advised the Iowa HBPA is on board with continuing the relationship with TVG.
No one from Prairie Meadows was available to address this item. Hearing no comments or questions, Chair Kramer requested a motion. Commissioner Gonseth Cheers moved to approve the amendment to the advance deposit wagering agreement between Prairie Meadows Racetrack & Casino and ODS Technologies, L.P. d/b/a TVG Network. Commissioner Andres seconded the motion, which carried unanimously.
Commissioner Heinrich asked about the format for the April 16th Commission meeting. Chair Kramer indicated it is too early to know.
